NEW YORK, July 2026 — Palqee today unveiled CARROTS'N'STICKS, a new runtime governance framework designed to make autonomous AI agents more stable by introducing consequences for behavioral mistakes as they operate.
The research tackles a growing challenge facing regulated industries. AI agents are becoming increasingly capable of completing complex, long running tasks, yet even small behavioral deviations can create operational, regulatory and financial risk. An agent does not need to fail spectacularly to become a problem. It simply needs to drift outside the behavior it was expected to follow.
CARROTS'N'STICKS introduces a different approach to runtime governance. Rather than only identifying when an agent has behaved incorrectly, the framework responds to that behavior. Agents that consistently operate within defined boundaries can earn greater operational freedom. Behavioral mistakes can reduce privileges and introduce structured feedback, encouraging more stable behavior over time.
The framework is intended for environments where consistency matters as much as capability, including financial services, critical infrastructure and other regulated industries where autonomous systems are
expected to operate within clearly defined policies and controls.
"The industry has done an incredible job making AI agents more capable," said Sabrina Palme, CEO and Co-Founder of Palqee. "Capability alone doesn't make autonomous systems dependable. We believe stable behavior is the next challenge. Recent events such as the OpenAI/ Hugging Face and Anthropic incidents are proof of that. Humans learn that actions have consequences. We're exploring whether autonomous AI agents can too."

Several major financial institutions are already evaluating the approach as they explore how to deploy long running autonomous AI systems in regulated environments.
Palqee will present the research during AI Oversight in Banking: Why Evaluation Frameworks Fail in Production at Ai4 2026 on 6 August from 10:40 to 11:30 a.m. PT.
